JOB SUMMARY

The College of Liberal Arts and Sciences seeks applicants for a full-time position as a Program Operations Manager for the Department of Marine Sciences (DMS). Under the supervision of the DMS Department Head, the Program Operations Manager will direct and maintain the technical operations and infrastructure of the buildings of the Marine Sciences Department in support of student, faculty, and staff daily operational needs. The Program Operations Manager will supervise 2 to 3 support staff members and is expected to work independently and within the defined guidelines established by the program and the supervisor.

DUTIES AND RESPONSIBILITIES
  1. Serve as liaison between the Department and Facilities Operations. Direct daily monitoring, troubleshooting, problem resolution, work order development, and custodial issues; coordination of functions, shutdowns, outages, and emergencies.
  2. Monitor, maintain, and repair departmentally owned laboratory equipment, such as environmental chambers, incubators, chilling and heating equipment, blowers, and filtration.
  3. Design, develop, and fabricate complex electronic and electro-mechanical equipment and instrumentation for special research applications.
  4. Consult with faculty, students, and staff regarding research, teaching, and operational needs across all departmental buildings.
  5. Oversee and inspect contracted projects. Ensure work is in compliance with contract terms.
  6. Negotiate pricing and terms and conditions, for vendor-supplied services and equipment.
  7. Assess needs for new equipment, supplies, and services. Develop and maintain preventive maintenance programs.
  8. Develop and implement policies regarding safety during technical operations in and around department facilities. Manage handling of radioactive and chemical waste for the Department.
  9. Communicate with the Department's Computer Support Technician to ensure continuous availability of University networking systems. Respond to emergency network outages and repair requests from Storrs campus.
  10. Along with shop staff, carry out minor maintenance of the forklift and small trucks, and communicate with contractors and local auto repair shops to complete yearly safety checks, scheduled maintenance, and major repairs.
  11. Oversee and ensure permitting of Rankin running seawater laboratory.
  12. Duties require occasional work off hours including weekends and holidays, and occasional work offsite include on board boats.
  13. Perform related work as assigned and/or required.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in marine technology or related field.
  • Six years of related experience.
  • Demonstrated experience with electronics and electro-mechanical instrumentation.
  • Working knowledge of electrical, plumbing, refrigeration, and HVAC systems.
  • Experience serving in a supervisory role.
  • Excellent communication, organizational and interpersonal skills.

PREFERRED QUALIFICATIONS
  • Demonstrated experience managing laboratory infrastructure and systems.
  • Project management experience.
  • Experience creating bid specifications and requests for proposals.
  • Experience writing and implementing safety and operational plans.
  • Working knowledge of computer design programs.
  • Ability to read building blueprints and equipment schematics.
  • Ability to work in a deadline-driven environment.
  • Ability to work with diverse student, staff, and faculty populations and provide a commitment to the values of diversity, equity, and inclusion in an educational setting.

APPOINTMENT TERMS

This is a full-time position that requires the incumbent to climb stairs, climb ladders, navigate steep stairs, work in tight spaces above environmental rooms, lift research equipment off of benches onto carts and dollies, push said dollies and carts, willingness to become certified on forklift operation, and assist faculty and students on research projects while at sea when needed.
